You do not have to be in a specific region to view Internet TV. Whatever is available on the Internet for you to watch, is available to you.
Even international internet TV channels, you are available to watch in your region, just as long as you have the internet of course.
Unless, there is content that does not have copyright in your region. For example, like some Youtube American music videos are not available in Canada.
There are also electronic gadgets that stream internet TV and radio stations from all around the world that can be available to you. In addition, some of these devices have UPnP (universal plug and play) function that allows you to also wirelessly stream content from your PC, using Windows Media Player.
