need information about encode software using for IPTV

Dear all

We need software to encode the contents using for IPTV which have some required below :

Support media streaming
Mpeg 2 – TS : Mpeg-2 & H.264 – part 10

Containter : H.264 AVC profile :
- SD : Video & Audio : 1Mbps (Streaming – not have drop frame )
- HD : 720p : 5 Mbps ; 1080i : 7 Mbps (using VLC to play )

Please let me know if anyone can .
